CPD Course Terms & Conditions


By registering for and attending SIEA’s CPD course(s), you acknowledge and accept these terms and conditions. SIEA reserves the right to update these terms as necessary, and any changes will be communicated to registered participants.

1. Course Confirmation & Access

Upon successful registration and receipt of full payment, participants will receive a course confirmation email from SIEA in accordance with the timelines set out below.

For CPD courses commencing on the next business day, registration will close at 1:00 PM on the day prior to the course commencement date.

  • For courses commencing within one (1) week, confirmation emails will generally be issued within one (1) working day or on the course commencement date itself.
  • For courses commencing more than one (1) week later, confirmation emails will generally be issued approximately one (1) week before the course commencement date.

For next-day courses, webinar access details and joining instructions will generally be sent by 6:00 PM on the day registration closes.

Participants are responsible for ensuring that the email address and contact details provided during registration are accurate and up to date.

Participants should check their inbox, spam, junk mail and quarantine folders for communications from SIEA.

SIEA shall not be responsible for a participant’s failure to receive course confirmations, joining instructions or course-related communications due to incorrect contact details, email filtering settings, mailbox restrictions or circumstances beyond SIEA’s reasonable control.

If a participant does not receive the course confirmation email or webinar access details within the stated timeline, the participant is responsible for contacting SIEA before the commencement of the course.

Access credentials, webinar links, learning platform accounts and course materials are issued solely for the registered participant’s personal use and must not be shared, transferred, reproduced, distributed or disclosed to any third party.

SIEA reserves the right to invalidate attendance records, withhold CPD training hours and deny course access where unauthorised sharing or misuse of access credentials is detected.

Course materials, where applicable, may be distributed during or after the course session at SIEA’s discretion. Distribution may be withheld if attendance requirements have not been met.

2. Attendance, Certification & CPD Training Hours

Participants must comply with all attendance, participation, verification and conduct requirements prescribed by the Council for Estate Agencies (CEA) and/or SIEA.

CPD training hours and certificates will only be awarded to participants who successfully fulfil all applicable course requirements.

Participants who fail to satisfy the prescribed attendance, participation, verification or conduct requirements shall not be awarded CPD training hours, certificates of attendance, certificates of completion or any other certification issued in connection with the course.

SIEA reserves the right to deny certification where attendance records, verification records or participation records fail to satisfy audit, regulatory or compliance requirements.

3. Face-to-Face Classes

  • Participants are required to sign in and sign out to record their attendance.
  • A copy of the e-Certificate shall be issued only to participants who have fulfilled all attendance requirements.
  • The Q&A segment forms part of the CPD training session and participants must remain until the end of the session.
  • Participants who do not fully attend the course shall not be awarded CPD training hours or certificates.

4. Online E-Synchronous Zoom Classes

  • Attendance will be tracked from the moment participants join the online session.
  • Participants must switch on their video camera throughout the course and ensure that their full face remains clearly visible for attendance verification.
  • Participants who are disconnected must promptly rejoin the session using the same access link.
  • A grace period of fifteen (15) minutes from the course commencement time will be granted. Participants who join more than fifteen (15) minutes after the scheduled start time may be marked absent.
  • The Q&A segment forms part of the CPD training session and participants must remain present until the completion of the Q&A segment.

CPD training hours and certificates will not be awarded where:

  • The participant joins more than fifteen (15) minutes after the course commencement time;
  • The participant is absent from the session for more than fifteen (15) minutes in total;
  • The participant fails to keep the video camera switched on throughout the session;
  • The participant leaves before the completion of the mandatory contact hours;
  • The participant does not remain until the conclusion of the Q&A segment; or
  • The participant fails any attendance, verification or participation requirements imposed by CEA or SIEA.

5. CPD Events

  • All registrations must be submitted through SIEA’s official registration channels.
  • Full payment must be received before the event commencement date unless otherwise approved in writing by SIEA.
  • SIEA reserves the right to deny admission to any participant with outstanding fees or incomplete registration requirements.
  • Event registrations are intended solely for the registered participant and may not be transferred without SIEA’s prior written approval.
  • Participants must comply with all attendance, participation, verification and conduct requirements imposed by SIEA and/or the Council for Estate Agencies (CEA).
  • Where CPD credit hours are awarded, participants must satisfy all applicable attendance and verification requirements before CPD credit hours can be issued.
  • SIEA reserves the right to deny CPD credit hours, attendance certification or participation records where the participant fails to comply with event requirements.

6. A-Synchronous E-Learning CPD Modules

By enrolling in an A-Synchronous E-Learning CPD course with SIEA, participants agree to comply with the following requirements in accordance with CEA’s prevailing CPD guidelines.

Eligibility for CPD Training Hours

  • Participants must complete all prescribed learning modules, assessments and feedback requirements within the stipulated validity period.
  • CPD credits will only be awarded to registered participants who successfully satisfy all attendance, assessment and course completion requirements.
  • CPD credits are personal to the registered participant and may not be transferred to another individual.

Access Period & Attendance Requirements

  • Upon account activation, participants will be granted one (1) month to complete the e-learning module unless otherwise specified by SIEA.
  • Participants may pause and resume their learning progress during the validity period of the course.
  • Attendance tracking and learning activity monitoring will be carried out automatically through the learning management system and related technology platforms.
  • Participants must personally complete all learning activities and must not permit any third party to access, complete or attend the course on their behalf.
  • SIEA reserves the right to invalidate participation records where there is evidence of unauthorised access, impersonation, account sharing or academic dishonesty.

Technical Requirements

  • Participants are responsible for ensuring that they have suitable devices, software, internet connectivity and technical capabilities to access and complete the course.
  • SIEA shall not be responsible for any inability to access, attend or complete the course resulting from participant-side technical issues, internet disruptions, device failures, software incompatibilities or other circumstances beyond SIEA’s control.
  • While SIEA may provide reasonable assistance where practicable, the responsibility for resolving technical issues remains with the participant.

Assessment Requirements

  • A mandatory assessment may be conducted at the conclusion of the course in accordance with CEA guidelines and course requirements.
  • Participants must achieve the minimum passing score prescribed for the course to qualify for CPD credit hours.
  • Where applicable, participants must achieve a minimum passing score of eighty percent (80%) or such other score as may be prescribed by SIEA or CEA from time to time.
  • Participants who fail to achieve the required passing score shall not be awarded CPD credit hours.

Feedback Submission

  • Participants may be required to complete and submit a post-course evaluation or feedback form.
  • SIEA reserves the right to withhold CPD training hours, certificates or completion records until all mandatory feedback requirements have been satisfied.

Replacement, Refund & Rescheduling

  • Refunds will not be provided where a participant fails to complete the course, assessment or attendance requirements.
  • Requests for replacement, deferment or extension of access periods shall be subject to SIEA’s sole discretion and prevailing policies.
  • SIEA reserves the right to reject any request that is unsupported by sufficient justification or documentation.

Compliance with CEA Guidelines

  • SIEA reserves the right to amend course requirements, attendance verification measures and assessment criteria to ensure compliance with CEA’s prevailing CPD requirements.
  • Participants who fail to comply with these requirements may forfeit their eligibility for CPD training hours, certification or course completion records.

7. Technical Requirements

Participants are solely responsible for ensuring that they have a stable internet connection, functioning audio and video equipment, and a compatible device for attendance in online courses.

Technical difficulties, internet disruptions, software issues, device failures or connectivity problems experienced by the participant shall not constitute grounds for attendance credit, replacement classes, refunds, deferments or rescheduling.

While SIEA may provide reasonable assistance where practicable, the participant remains responsible for resolving any technical issues affecting participation.

8. Conduct Towards Staff, Trainers & Participants

  • Participants are expected to conduct themselves in a professional, respectful and courteous manner throughout the course.
  • Abusive, threatening, harassing, discriminatory, offensive, disruptive or disrespectful language or behaviour directed towards SIEA staff, trainers, speakers or fellow participants will not be tolerated.
  • SIEA reserves the right to remove any participant from a course without refund, credit, replacement or deferment where the participant’s conduct is deemed inappropriate or disruptive.
  • Participants removed from a course due to misconduct shall be deemed absent and shall not be eligible for CPD training hours, certificates, refunds, transfers or replacement classes.

9. Written Requests & Official Communications

For proper documentation and verification, all requests relating to course registrations, cancellations, refunds, replacements, rescheduling, transfers, attendance matters, certification matters, data protection requests and other administrative matters must be submitted in writing to cpd@siea.org.sg.

SIEA does not accept requests made verbally, through telephone calls, voice messages, social media platforms, instant messaging applications or third parties unless otherwise expressly approved by SIEA.

Participants are responsible for ensuring that their written request contains sufficient details and supporting documentation for review.

Any advice, information or indication provided verbally by SIEA staff shall not be binding unless confirmed in writing by SIEA.

SIEA reserves the right to reject or delay the processing of requests that are not submitted through the prescribed communication channel.

10. Refund, Replacement & Rescheduling Policy

Except where expressly stated in these Terms and Conditions, course registrations are final and fees paid are non-refundable.

Replacement Requests

Participants who are unable to attend a registered CPD course may submit a request for a replacement class by emailing to cpd@siea.org.sg stating the reason with supporting documentation (if any).

Requests for course rescheduling or replacement classes will be reviewed on a case-by-case basis at SIEA’s sole and absolute discretion.

Approval is not automatic and submission of supporting documentation does not guarantee approval.

Only one (1) replacement or rescheduling request will be permitted per course registration. Once a replacement class has been approved and allocated, no further requests for replacement, deferment, rescheduling, transfer or extension will be allowed, regardless of the reason provided.

Participants must submit their request as early as reasonably practicable together with all relevant supporting documents.

SIEA reserves the right to reject any request submitted at the last minute, after course commencement, or where supporting documentation is deemed insufficient or unsatisfactory.

Approved replacement classes shall be subject to course availability, administrative requirements and SIEA’s prevailing policies.

All approved replacement classes must be completed within three (3) months from the date of the originally registered CPD course unless otherwise approved in writing by SIEA.

SIEA reserves the right to request additional supporting documents and all decisions made by SIEA shall be final, conclusive and binding.

Circumstances That May Be Considered

  • Bereavement of a spouse, child, parent, sibling, grandparent or grandchild;
  • Hospitalisation or certified medical leave that coincides with the course date;
  • An accident occurring on the day of the course;
  • National Service obligations; or
  • Overseas work commitments, family emergencies or other exceptional circumstances supported by appropriate documentation.

The above circumstances do not automatically entitle a participant to a replacement class, fee waiver, refund or transfer.

11. No Replacement, Credit or Refund for Forfeited Participation

A participant shall be deemed to have forfeited his or her participation if the participant:

  • Fails to attend the course (no-show);
  • Withdraws on the day of the course;
  • Fails to satisfy the minimum attendance, participation, verification or conduct requirements prescribed by CEA and/or SIEA;
  • Fails to comply with attendance verification requirements;
  • Fails to switch on or maintain camera visibility throughout an online CPD course where required; or
  • Is removed from the course due to misconduct or non-compliance.

In such circumstances, the participant shall not be entitled to any replacement class, transfer, deferment, refund, credit, certificate or CPD training hours.

12. Copyright & Recording Restrictions

Participants acknowledge that course fees grant access only to the registered participant and do not confer any ownership rights in the course materials, content, recordings or intellectual property made available during the course.

Any unauthorised recording, copying, distribution, commercial use, republication, resale or sharing of course materials may result in the participant being barred from future SIEA courses and events without refund, in addition to any legal remedies available to SIEA.

13. Force Majeure

SIEA shall not be liable for any delay, postponement, interruption, cancellation or failure to perform its obligations arising from causes beyond its reasonable control, including but not limited to acts of God, pandemics, government directives, public health measures, labour disputes, civil disturbances, internet disruptions, power outages, venue unavailability, equipment failures or other unforeseen circumstances.

SIEA reserves the right to postpone, reschedule, relocate, modify or cancel any course where such circumstances arise.

14. Data Privacy & Personal Data Protection

By registering for and attending a CPD course conducted by SIEA, participants consent to the collection, use, disclosure and processing of their personal data for the purposes of administering the course and complying with applicable regulatory requirements.

SIEA may collect personal information including but not limited to the participant’s name, NRIC or identification number, CEA registration number, contact details, attendance records, photographs, audio-visual records, assessment results and any other information reasonably required for course administration.

The personal data collected may be used for the following purposes:

  • Processing course registrations and payments;
  • Verifying participant identity and attendance;
  • Administering CPD training hours, assessments, certifications and attendance records;
  • Submitting attendance and certification records to the Council for Estate Agencies (CEA) or any relevant regulatory authority;
  • Communicating course-related information, updates, reminders and administrative notices;
  • Responding to enquiries, audits, investigations or compliance requirements; and
  • Any other purpose reasonably related to the administration and delivery of SIEA’s educational programmes, events and services.

Participants acknowledge that certain CPD courses may require attendance verification through physical attendance records, identity verification procedures, online learning platform logs, Zoom attendance reports, screenshots, recordings or other reasonable verification measures required by SIEA, CEA or applicable regulatory authorities.

SIEA may disclose personal data to trainers, technology service providers, assessment partners, accreditation bodies, government agencies, regulators and other third parties where such disclosure is necessary for the purposes stated above or required by law.

SIEA will take reasonable steps to protect personal data against unauthorised access, collection, use, disclosure, modification or loss. However, participants acknowledge that no method of electronic transmission or storage can be guaranteed to be completely secure.

Participants are responsible for ensuring that all information provided to SIEA is accurate, complete and up-to-date. SIEA shall not be responsible for any consequences arising from inaccurate or incomplete information provided by a participant.

Photographs, screenshots, video recordings and audio recordings may be taken during courses, webinars and events for attendance verification, audit, compliance, training, quality assurance and promotional purposes. By participating in a course, participants consent to such recording unless otherwise prohibited by law.

Participants who do not wish for photographs or recordings to be used for marketing or publicity purposes should notify SIEA in writing before the commencement of the course. Such requests shall not affect SIEA’s right to retain attendance verification or compliance records where required for regulatory purposes.

For more information regarding how personal data is collected, used, disclosed and protected, please refer to SIEA’s Privacy Policy. SIEA reserves the right to amend its Privacy Policy and data protection practices from time to time without prior notice.

15. SIEA’s Decision

Where these Terms and Conditions provide that a matter is subject to SIEA’s discretion, determination, approval or assessment, SIEA’s decision shall be final, conclusive and binding.

SIEA reserves the right to amend, modify or update these Terms and Conditions from time to time without prior notice. The latest version published on SIEA’s website shall prevail.
